BridgePhase is seeking a Federal Acquisition Support Manager to join our team supporting the Loan Guaranty (LGY) Product Line within the BAM PMO Support project. This critical role primarily focuses on supporting the LGY Government Contracting Officer's Representative (COR) team with contract administration activities, monitoring contract deliverables and invoice approvals, coordinating acquisition documentation, and serving as the primary contract-management resource for software development and operations efforts. The position is a contractor support role within a PMO Support Team and serves as a vital bridge among Government program personnel, procurement organizations, budget/finance personnel, and the IT contractor. The ideal candidate will possess strong experience in federal contracting, experience supporting federal programs or COR functions, and the independent judgment to translate evolving requirements into clear contract-management actions in a fast-paced environment. This is a remote position.

In this position, you can expect to:

  • Support a Government Program team in contract administration activities for federal contracts and task orders supporting Department of Veterans Affairs (VA) Loan Guaranty Service Product Line initiatives.
  • Monitor monthly contract deliverables; coordinate review, disposition, and approval by the appropriate Government authorities; and verify alignment with contractual requirements, schedules, quality standards, and program objectives.
  • Serve as a primary contract-management resource for the COR team, providing contract guidance and interpretation to internal teams, contractors, and Government stakeholders.
  • Facilitate and lead recurring contract status meetings with VA leadership, program managers, CORs, Contracting Officers (COs), budget personnel, and contractor personnel, serving as an interface between the IT contractor and Government stakeholders.
  • Coordinate closely with budget and finance personnel to track contract funding across Contract Line Item Numbers (CLINs) and support budget planning, execution, and funding-related contract actions.
  • Maintain accurate contract documentation, acquisition records, action items, status reports, meeting minutes, and milestone tracking.
  • Help manage and track contract-specific processes for initiating, planning, and executing mission-specific work, including optional-task activities and associated documentation.
  • Utilize Jira, Microsoft SharePoint, and other project management tools to manage project activities, monitor workflows, track deliverables, maintain documentation, and facilitate issue resolution across teams and stakeholders.
  • Coordinate across program management, budget/finance, procurement and procurement-support organizations, technical teams, and contractor personnel to advance contract actions and meet program and procurement timelines.
  • Identify contract risks, performance concerns, funding issues, and process gaps, and use independent judgment to recommend practical mitigation and resolution approaches.
  • Support contract modifications, invoice review and approval tracking, vendor coordination, performance evaluations, and compliance reporting.
  • Draft, edit, review, and coordinate contract and acquisition documentation, including Performance Work Statements (PWSs) sections, in-scope determinations/memoranda, Justifications and Approvals (J&As), and related acquisition artifacts; support budget personnel in the development and review of Independent Government Cost Estimates (IGCEs).
  • Apply federal acquisition knowledge and independent judgment to evolving program needs, identify required contract-management actions, and recommend practical paths forward in a fast-paced environment.
  • Translate program and technical requirements into clear contract-related documentation and procurement-ready acquisition artifacts for Government review.
  • Provide advisory and technical support to CORs and PMO leadership on acquisition, contract-management, and program-support matters.
  • Facilitate stakeholder communication and build working consensus among program, acquisition, budget, technical, and contractor teams when requirements, interpretations, priorities, or trade-offs differ.
  • Support Government stakeholders in applying the Federal Acquisition Regulation (FAR), Veterans Affairs Acquisition Regulation (VAAR), agency policies, and contractual requirements.

Preferred Experience and Qualifications:
  • At least 8 years of total professional experience with 5+ years in federal acquisition, contract management, COR support, and/or federal program/PMO support, preferably supporting IT modernization projects
  • Strong knowledge of:
    • Federal acquisition and contract-support documentation for IT or professional services contracts
    • Federal Acquisition Regulation (FAR); familiarity with Veterans Affairs Acquisition Regulation (VAAR) strongly preferred
    • Government budgeting and procurement lifecycles
    • Independent Government Cost Estimate (IGCE) concepts and coordination with budget/finance teams
    • Contract modification and contract administration support processes
  • Advanced experience in:
    • Strategic planning and analysis for acquisition activities
    • Requirements planning and management methodologies
    • Program/PMO support in fast-paced, evolving environments
    • Stakeholder management across program, technical, budget, and acquisition communities
    • Project tracking and management tools (JIRA, SharePoint)
  • Strong experience with:
    • Collaboration with CORs, COs/Contract Specialists, Budget personnel, PMO leadership, and contractor teams
    • Microsoft Office, Excel and SharePoint platforms
    • Multiple concurrent acquisition action management
    • Program and technical requirement translation for contract and procurement purposes
    • Federal PMO/program support and coordination activities
    • IT and/or professional service contract types and structures
  • Demonstrated ability to:
    • Articulate complex contract requirements, options, and trade-offs clearly
    • Manage detailed documentation with exceptional attention to accuracy
    • Work effectively in fast-paced, evolving program environments
    • Bridge program, technical, budget, and acquisition communities
    • Maintain organization across multiple concurrent projects
    • Communicate effectively with diverse stakeholder groups and exercise sound independent judgment when direction is incomplete or evolving
  • Federal acquisition certifications (FAC-C, FAC-C Professional, FAC-COR) strongly preferred
  • Experience with Veterans Affairs or other federal agencies a plus
  • Experience working in a contractor support role alongside Government acquisition and program personnel a plus
