DHS Program Manager

BridgePhase is seeking an experienced Program Manager to join our team leading a large-scale IT modernization initiative for the Department of Homeland Security (DHS). The ideal candidate will have proven experience managing complex agile projects in government environments, with recent experience working on IT modernization projects within the Department of Homeland Security. This role combines strategic leadership, technical understanding, and exceptional stakeholder management skills. This is a remote position with occasional on-site requirements.
In this position, you can expect to:
- Lead agile project teams implementing mission-critical information sharing systems
- Develop and execute comprehensive project plans for phased modernization efforts
- Facilitate agile ceremonies including planning, daily stand-ups, retrospectives, and reviews
- Manage complex product backlogs and prioritization with multiple stakeholder groups
- Coordinate cross-functional teams including developers, security specialists, and business analysts
- Oversee development, migration, infrastructure, and UI/UX implementation workstreams
- Develop risk management and mitigation strategies for sensitive information systems
- Create and maintain project documentation compliant with federal requirements
- Track and report project metrics, milestones, and deliverables to senior leadership
- Manage project budgets, resources, and vendor relationships
- Lead stakeholder engagement across multiple government agencies and offices
- Navigate federal compliance requirements while maintaining agile delivery
- Facilitate integrated project team meetings and decision-making processes
- Implement change management strategies to support organizational adoption
Preferred Experience and Qualifications:
- At least 10 years of total professional experience with 6+ years delivering and managing agile projects and 3+ years experience with federal IT modernization initiatives
- Agile project management methodologies (Scrum, Kanban, etc.)
- Federal IT governance frameworks and processes
- Information sharing system implementation
- Risk management for sensitive information systems
- Stakeholder management in complex organizations
- Project planning, budgeting, resource allocation, and reporting
- Federal security compliance processes
- Data governance and information management
- Change management methodologies
- Vendor and contract management
- User acceptance testing coordination
- System integration planning
- Technical dependency management
- Lead large, diverse project teams
- Communicate effectively with executive stakeholders
- Balance agile methodologies with federal requirements
- Manage competing priorities across multiple workstreams
- Drive technical decisions while managing non-technical stakeholders
- Maintain project momentum through organizational challenges
- Project management certifications (PMP, PMI-ACP, Agile) strongly preferred
- Active or recent federal security clearance a major plus
